Unable to close the game if not in orbit.
Some times you just have to leave, I suggest warn the user then exit if they choose to continue.
This is intentional design, as it doesn't allow for users to skirt out of combat.
Eventually there will be a more elaborate system in place that will be able to better detect if a ship is truly in combat or not, but leaving a ship anywhere but on a planet would not be considered safe.
There are always 2 options:
enter a star and orbit; this option should never take more than 30-60 seconds (once galaxy generation is working properly and planets are in the right spots)
