BUG: Dump command allows you to instantly die

If you use the dump command with a value more than your fuel level, the game will allow that resulting in your instant death. If I remember correctly, you could never use more than half of your fuel in any dump command, so you could not mistakenly, for example, dump 1000 when you have 800 units of fuel which should instead dump half.
